The present evaluation has a larger aim than a simple individual evaluation of the quantitative performance and of the objectives formulized in the contracts between the Region Île-de-France and its clusters: the aim here is to clarify future choices at the Horizon 2019. Those choices will guide regional intervention in its support policy for key sectors and technologies, and the companies involved in innovation.
The strategic evaluation of the Île-de-France competitiveness clusters, launched by the Region Île-de-France is, in fact, part of a particular context. This context is characterized by ongoing and upcoming significant progress: the evolution of research and innovation ecosystems at a national and local level, the evolution of financing windows and credits allocated to the different programs and funds, the evolution of the regional priority sectors policy in the Île-de-France, the evolution of the competitiveness clusters’ role in phase 3 and the uncertainties concerning the state’s role concerning the phase 4, and in a broad sense the evolution of the innovative SMEs’ support.
Inno TSD, in partnership with CMI, will support the Region Île-de-France for the next 6 months in this reviewing process of the regional policy support of the innovation ecosystem. This would allow to redefine the clusters’ rightful place in the ecosystem. The results, that are expected for September 2018, will enable to establish a diagnosis of the current situation and to decide on the clusters’ intervention (positioning, entrusted missions, support modalities, the supported financial mechanisms and the dedicated resources) for their next contract with the Region.
